Workshop for OLQE (Head IV - Accounts and Professional Conduct)

 

This workshop provides an in-depth exploration of the professional conduct rules governing solicitors in Hong Kong, with a core emphasis on the Solicitors’ Guide to Professional Conduct and practical application of the Solicitors’ Accounts Rules.  It is structured to align with Head IV of the OLQE examination framework — which requires candidates to pass both Accounting and Professional Responsibility components in a single sitting.

The workshop equips participants to identify, analyze, and resolve ethical dilemmas commonly encountered in legal practice. Attendees will develop critical skills to advise on compliance obligations, navigate conflicts of interest, and make informed decisions aligned with the regulatory standards applicable to solicitors and law firms in Hong Kong.

The Accounting segment focuses on financial compliance, client money management, and audit requirements under the Solicitors’ Accounts Rules, while the Professional Responsibility segment addresses broader ethical challenges, including confidentiality, retainer, integrity in advocacy, and interactions with the Bar (referencing relevant provisions of the Bar Code where appropriate).

By integrating doctrinal knowledge with pragmatic problem-solving, this workshop not only assists OLQE candidates to tackle a particularly difficult Head, but also prepare future Hong Kong solicitors to uphold professional accountability, mitigate disciplinary risks, and maintain trust in the adherence to Hong Kong’s rigorous legal and ethical framework.

The workshop comprises a total of 27 instructional hours, delivered through nine sessions of three hours each. These sessions will be conducted on an intensive basis during October. The first six sessions will be structured as knowledge seminars. The final three sessions will consist of mock examinations and detailed review sessions, designed to consolidate understanding and enhance exam readiness.

🪶TEACHING TEAM

Ms Cynthia Ang
SOLICITOR (ENGLAND AND WALES, HONG KONG)
LL.B (MONASH) PCLL (HKU) LL.M(OXFORD)

Miss Cynthia Ang is a practising solicitor admitted in both Hong Kong and England & Wales. She trained at a Magic Circle law firm in Hong Kong and later practised at international U.S. law firms, advising on private equity and M&A transactions across the Asia-Pacific region. Cynthia holds a Master’s degree in Law and Finance from the University of Oxford, graduating with distinction. She earned her undergraduate law degree from Monash University with First Class Honours and completed the PCLL at the University of Hong Kong. She is currently a partner at a boutique law firm in Hong Kong, focusing on corporate, commercial, and regulatory matters. Her clients range from early-stage ventures to mature companies preparing for listing. In addition to practice, she has taught contract law and legal skills, and maintains research interests in fund regulation and private market structures. 

Ms Tang Wing Chi Dorothy
Barrister-at-Law (Hong Kong)
BBA (PolyU) JD (CUHK) PCLL (CuHK)

Dorothy was called to the bar in 2023. She obtained her JD and PCLL at the Chinese University of Hong Kong. Dorothy is also a Fellow of the Association of Chartered Certified Accountants (ACCA) and earned a Bachelor of Business Administration degree with first-class honours in Accounting and Finance from the Hong Kong Polytechnic University. Dorothy is developing a broad civil practice spanning general civil, commercial, probate, family, public law, and arbitration. She will be teaching Accounts and Professional Responsibility for the OLQE series. 

Mr Fung Lim Wai Henry
Barrister-in-Law (England and Wales, Hong Kong)

Mr Fung was called to the Bar of England and Wales in 2003 and admitted as a barrister in Hong Kong in 2008. His present occupation is an Administrator of the Duty Lawyer Service. Mr. Fung predominantly practiced in crime as defence counsel and prosecutor-on-fiat for the Department of Justice. Between March 2020 and December 2023, he was appointed by the Judiciary as a Deputy Magistrate. Mr. Fung is an accredited mediator and also practiced in civil litigation specializing in tort, conveyancing, and company law. Since 2013, Mr. Fung had been a tutor and exam assessor of civil advocacy in the Postgraduate Certificate in Laws (PCLL) programme in the University of Hong Kong.

Dr Devin Lin
Attorney at Law (PRC, California)
BA (Fudan) Ph.D (HKU) JD (CUHK)

Devin is a dual-qualified Attorney at Law admitted in both PRC and California. He also serves as a Program Director at HKU SPACE. His academic research primarily focuses on comparative studies in construction law, land law and property law. In legal practice, Dr. Lin specializes in real estate and construction, cross-border dispute resolution, family office, and immigration planning. As a legal commentator, he regularly publishes articles on legal education and law-culture intersections in Mingpao, South China Morning Post and China Daily.
