Mr SK Lee
Mr SK Lee is the Chief Executive and Board Director of RD Wallet Technologies Limited. Mr Lee’s previous experience includes his roles as the Head of Financial Crime Compliance and Senior Executive in Business Development in Hang Seng Bank during 2014 to 2020, and various compliance positions at Standard Chartered (Hong Kong) during 2006 to 2014 with the last position being Head of Compliance in Retail Clients. During 1996 to 2006, he worked in the Hong Kong Monetary Authority in Banking Supervision and Banking Policy. Mr Lee is a Certified Anti-Money Laundering Specialist (CAMS) and Certified AML Professional (CAMLP), and Fellow Member in Hong Kong Securities and Investment Institute (FHKSI). His academic credentials include master’s degrees in law (LLM, Common Law, CUHK), in banking (MSc Banking, CityU), and in Asian Studies (MA, HKU), and bachelor’s degrees in public and social administration (BA(Hons) PSA, CityU), and Law (LLB, MMU, UK).

With Hong Kong’s official implementation of the stablecoin issuer regulatory regime in April 2026, the virtual asset market is undergoing a historic shift from "unregulated growth" to "mainstream compliance." This lecture offers a deep dive into the role of stablecoins as the primary bridge connecting traditional finance with the Web3 world.
Beginning with the underlying operational mechanisms and definitions, we will explore how stablecoins maintain value through reserve mechanisms and expand into diverse applications, including real-time cross-border trade settlement and retail payments. In this new "Licensed Era," we will focus on interpreting Hong Kong’s latest requirements regarding Web3 compliance frameworks, Anti-Money Laundering (AML) screenings, and investor protection.
As the first batch of licensed institutions enters the market, the session will examine how compliant stablecoins are reshaping the financial ecosystem. We will analyze how Hong Kong transforms challenges into opportunities amidst global competition to solidify its position as a leading international digital asset hub. Seizing the initiative in this financial revolution is an essential strategic move for future finance and technology professionals.
