Welcome to Register for 2026 OLQE Preparatory Workshop (Head VI: Hong Kong Constitutional Law)

This workshop provides a focused overview of the core principles of Hong Kong constitutional law, as examined in Head VI of the OLQE.

Participants will examine the status of the HKSAR within the PRC’s unitary system, the “One Country, Two Systems” framework, and the division of powers between the Central Authorities and the Region. The workshop develops practical skills in interpreting the Basic Law and the National Security Law, with emphasis on the relationship between sovereignty, autonomy, and justiciable rights. The human rights and judicial review module covers the Basic Law’s rights framework, the Bill of Rights Ordinance, anti-discrimination legislation, and key doctrines including proportionality, margin of appreciation, and the variable standard of review. Special emphasis is placed on examinable topics such as interpretation and amendment of the Basic Law (Articles 158 and 159), constitutional remedies (declarations of invalidity, remedial interpretation, suspension orders), and grounds for judicial review of administrative action.

The workshop totals 24 instructional hours, delivered across eight three-hour sessions. Classes are structured as knowledge seminars with accompanying tutorials and will be held biweekly from September to October on Saturday or Sunday afternoons and evenings. We also provide at least two complimentary revision sessions (including a mock examination) on the weekend immediately before the examination date, designed to consolidate knowledge and enhance exam readiness.
