Highlights

The Government of the Hong Kong Special Administrative Region has launched the Qualifications Framework (QF) since 2008. It aims to help Hong Kong people to set clear goals and directions for continuous learning to obtain quality-assured qualifications. In the long run, it will help to enhance the overall quality and competitiveness of the local workforce. The QF covers academic, vocational and continuing education sectors. The main characteristic of QF is the adoption of outcome-based approach.

Outcome-based approaches is simple and straightforward - improvement and enhancement in student learning and teaching quality.  This course aims to provide a forum for QF Programme designers and tutors to gain a deeper understanding about outcome-based assessment and to exchange their experience gained in the actual assessment process.

Programme Details

Most of the literature on outcome-based assessment put their focus on: learning outcomes; teaching & learning activities; format & tasks. These issues are significant in themselves and will be reviewed in detail in the current program. However, in addition to the more theoretical areas, there may also be other practical concerns. Practitioners in public assessments realize that the assessment processes in public assessment are far more complex.

Apart from clarifying the assessment objective, it is the important to prepare assessment specifications: assessment frameworks, assessment templates, syllabuses and so on. These are written to indicate how students will be assessed. Then there is also the important job of task setting for the actual assessments. This can be a long process involving moderation meetings, proofreading, printing and distribution of documents. After the assessments have been administered, there is the important task of marking the work of students. After the completion of marking, there is the job of reporting of results. To enable learners to benefit from the assessment process, qualitative feedback from tutors is expected. Behind all these, the successful delivery of all the processes depends on the professionalism of assessment administrators. They have to look after the successful delivery of all the relevant procedures. The actual administration involves various processes covering the setting of regulations; handling contingencies; and dealing with student misbehavior and complaints. Of course, there is the final process of evaluation, involving the collection of feedback and the external benchmarking of results, if any.
